#8 Authorize to retroactively enter into a sole source amendment to an existing contract with Deborah Ann Bradley, Bow, NH (originally approved by G&C on 9-7-16, item #8), to provide services for consultation, recruitment, and retention of foster parents, by increasing the price by $14,500 from $75,000 to an amount not to exceed $89,500, and by extending the completion date from December 31, 2018 to June 30, 2019. 100% Federal Funds.

Division of Public Health Services
#9 Authorize to enter into an agreement with Katherine O’Connor, Hooksett, NH, to provide compliance investigation services for the Women, Infant and Children’s (WIC) Program, in an amount not to exceed $13,750. Effective upon G&C approval through June 30, 2021. 100% Federal Funds.

DEPARTMENT OF TRANSPORTATION
#10 Authorize the Bureau of Right of Way to pay property owners $41,071.05 as documented in the Contemplated Damage Awards List, for amounts greater than $5,000 for the period extending from December 25, 2018 through January 8, 2019.

#11 Authorize the Bureau of Right of Way to sell a 5.63 +/- acre parcel of State owned land located on the easterly side of NH Route 125 in the Town of Kingston to Joseph Wilson for $58,900 plus a $1,100 Administrative Fee. Effective upon G&C approval. Originally purchased with 80% Federal, 20% Highway Funds.

#12 Authorize the Bureau of Right of Way to enter into an agreement with Doucet Survey Inc., Newmarket, NH, for on-call consultant professional survey services for various transportation projects located throughout the State, for an amount not to exceed $750,000. Effective upon G&C approval through March 31, 2022.

#13 Authorize the Bureau of Aeronautics to amend a grant to provide additional funding to the City of Manchester (originally approved by G&C on 8-23-17, item #40), to relocate Taxiway B; mill and overlay a portion of Taxiway H and to repair pavement at the Aircraft Rescue and Fire Fighting building at the Manchester-Boston Regional Airport. The total federal share of the project, including the amendment will increase from $3,551,040 to $3,620,029.76 which equates to an increase of $68,989.76 to 90% of the grant amendment amount. The State and Federal Share of this amendment in the amount of $72,822.52 is available for this project. Effective upon G&C approval through March 31, 2019. 95% Federal, 5% General Funds.

#14 Authorize the Bureau of Materials & Research to enter into a sole source service agreement with Troxler Electronic Laboratories Inc., Research Triangle Park, NC, for the purposes of providing repair, calibration, maintenance, and services required to support the Department’s use of two Troxler Gyratory Compactors, in the amount of $23,166.67. Effective upon G&C approval through July 1, 2023. 55% Federal, 10% Other (Agency Income), 35% Highway Funds.

#15 Authorize the Bureau of Materials & Research to enter into an agreement with the City of Dover, for a total fee not to exceed $519,600. Funding is provided by the Federal Accelerated Innovation Deployment Demonstration Program through project AID Demonstration Grant for City of Dover: Creating a Benchmark for Traffic Signal Performance. Effective upon G&C approval through January 31, 2021. 100% Federal Funds.

#16 Authorize the Bureau of Highway Design to enter into an agreement with Stantec Consulting Services Inc., Auburn, NH, for preliminary design of improvements to US Route 1 in the City of Portsmouth, for an amount not to exceed $870,949.02. Effective upon G&C approval through September 30, 2021. 100% Federal Funds.

#17 Authorize the Bureau of Highway Design to enter into an agreement with Greenman-Pedersen Inc., Portsmouth, NH, for on-call engineering services for various transportation projects located throughout the State, for an amount not to exceed $750,000. Effective upon G&C approval through January 31, 2022.

#18 Authorize the Bureau of Highway Maintenance, Well Section, to enter into a contract with Skillings & Sons Inc., Amherst, NH, for the decommission of existing abandoned drilled wells on the properties of Donna Cronin, New Ipswich, NH, Thomas Schmidt, Chester, NH, and NHDOT, Bow, NH, in the amount of $18,000. Effective upon G&C approval through June 28, 2019. 100% Highway Funds.

#19 Authorize the Bureau of Highway Maintenance, Well Section, to enter into a contract with Skillings & Sons Inc., Amherst, NH, for the decommission of existing abandoned drilled wells on the properties of Nate Boutwell, Pelham, NH, and NHDOT, Salem, NH, in the amount of $18,000. #20 Authorize the Bureau of Construction to enter into a contract with Evroks Corporation, Northfield, NH, for preservation efforts on NH 1B bridges over Piscataqua Estuary in Portsmouth and New Castle, on the basis of a low bid of $2,087,470.46. (2)Further authorize a contingency in the amount of $208,747.05 for payment of latent conditions which may appear during the construction of the project. Effective upon G&C approval through September 18, 2020. 100% Federal Funds.

#20A Authorize the Bureau of Turnpikes to transfer funds in the amount of $2,263,000 from the Turnpike General Reserve Account to budget and expend revenue for Indirect Costs, consultant studies, statewide contracts, E-ZPass credit card transaction fees, and Revenue Bond debt service for the Division of Operations. Effective upon G&C approval through June 30, 2019. 100% Turnpike Funds.

COMMUNITY DEVELOPMENT FINANCE AUTHORITY
#21 Authorize to award a grant to the City of Laconia, Laconia, NH, in the amount of $150,000 on behalf of Laconia Area Community Land Trust Inc., d/b/a Lakes Region Community Developers to support acquisition of property that will be developed into the Court Street Neighborhood Center situated at 191-193 Court Street, Laconia, NH. Effective February 6, 2019 through December 31, 2020. 100% Federal Funds.

#22 Authorize to award a grant to the City of Laconia, NH, in the amount of $350,000, on behalf of Navigating Recovery of the Lakes Region to support its relocation and expansion project to be situated at 91-102 Court Street, Laconia, NH. Effective February 6, 2019 through December 31, 2020. 100% Federal Funds.

DEPARTMENT OF AGRICULTURE, MARKETS & FOOD
#23 Authorize the Division of Agricultural Development to enter into a grant with the NH Plant Growers Association, Concord, NH, in the amount of $53,000 to implement the Plant Something NH program to encourage the purchase and planting of materials from NH growers. Effective upon G&C approval through October 1, 2020. 100% Federal Funds – Specialty Crop Block Grant.

#24 Authorize the Division of Agricultural Development to enter into a grant with the Society for the Protection of NH Forests, Concord, NH, in the amount of $35,000 to expend an education maple program to increase consumer awareness in NH maple products. Effective upon G&C approval through October 1, 2020. 100% Federal Funds – Specialty Crop Block Grant.

#25 Authorize the Division of Agricultural Development to enter into an agreement with the Small & Beginner Farmers of NH to hold a conference and create and conduct a series of educational webinars on a variety of topics pertaining farm production, marketing and business management, in the amount of $24,963.28. 100% Federal Funds – Specialty Crop Block Grant.

#26 Authorize the Division of Agricultural Development to enter into a grant with the Merrimack County Conservation District, Concord, NH, in the amount of $42,130 to conduct a project to help farmers learn about and utilize energy efficiency and renewable energy activities. Effective upon G&C approval through October 1, 2021. 100% Federal Funds – Specialty Crop Block Grant.

INSURANCE DEPARTMENT
#27 Authorize to enter into a contract with NovaRest Inc., of Arizona, to provide actuarial analysis and policy evaluation in connection with NHID’s effort to better understand the NH insurance market, in the amount of $195,000. Effective upon G&C approval through August 31, 2020. 100% Federal Funds.

NEW HAMPSHIRE EMPLOYMENT SECURITY
#28 Authorize to enter into a memorandum of agreement with the Community College System of NH, and the University System of NH to set forth the terms under which NHES will provide date sharing in aggregate form. NHES will receive an amount not to exceed $90,000 for these services. Effective upon G&C approval through June 30, 2021.

#29 Authorize to enter into a contract agreement with Southern NH Services Inc., to set forth the terms under which NHES will provide services under the Mature Worker Demonstration Program. NHES will receive an amount not to exceed $260,083 for these services. Effective upon G&C approval through June 30, 2020.

#30 Authorize to enter into a contract amendment with SymbioSys Solutions Inc., Concord, NH (originally approved by G&C on 2-7-18, item #24), to provide NH Unemployment Insurance System modifications, by increasing the amount by $50,800 from $3,320,000 to $3,370,800. Effective upon G&C approval through March 31, 2019. 100% Federal Funds.

NEW HAMPSHIRE FISH AND GAME DEPARTMENT
#31 Authorize to pay the Northeast Association of Fish and Wildlife Agencies, Petersburgh, NY, $3,000 annual membership dues retroactive to January 1, 2019 through December 31, 2019. 100% Fish and Game Funds.

#32 Authorize the Office of Workforce Opportunity to modify a sole source memorandum of understanding with the Community College System of NH, Concord, NH (originally approved by G&C on 4-8-15, item #47), for the purpose of supporting the development of activities specific to Licensed Practice Nursing workforce development, by increasing the amount by $80,000 from $3,600,000 to $3,680,000. #37 Authorize the Division of Parks and Recreation to enter into a retroactive contract amendment with The H.L. Turner Group Inc., Concord, NH (originally approved by G&C on 10-11-17, item #25A), for the assessment of communications facilities on the summit of Mount Washington and recommendations for improvements, by extending the completion date to July 19, 2019 from September 5, 2018. #38 Authorize to enter into a retroactive sole source contract with the Holiday Inn Portsmouth, Portsmouth, NH, for the purpose of having Holiday Inn Portsmouth provide training space and food for an all-day training for Solid Waste Operators and Instructors, in the amount of $2,986.50. #39 Authorize to enter into an agreement with the Great Bay Stewards, Greenland, NH, to develop a comprehensive plan for Resilient Salt Marshes in NH, in the amount of $51,795. Effective upon G&C approval through June 30, 2020. 100% Federal Funds.

#44 Authorize to award an Aquatic Resource Mitigation Fund grant to the Harris Center for Conservation Education, Hancock, NH, in the amount of $200,000 for the purpose of conserving a 515-acre parcel of land in Stoddard. Effective upon G&C approval through December 31, 2019. 100% ARM Funds.

#50 Authorize the Division of Fire Standards and Training and Emergency Medical Services to enter into a grant agreement with the Town of Hooksett for a total amount of $26,344 for the purpose of implementing a mobile integrated healthcare program called NH Project FIRST. #53 Authorize to amend an existing subgrant with the NH Department of Safety, Concord, NH, from the Federal Bureau of Justice Assistance, Office of Justice Programs, Project Safe Neighborhood (originally approved by G&C on 5-16-18, item #70), by increasing the price by $5,000 from $16,200 to $21,200. Effective upon G&C approval. 100% Federal Funds.

#53A Authorize to enter into a sole source contract with Korn Ferry (formerly Korn Ferry Hay Group Inc.), Washington, DC, to provide consulting services and to review unclassified attorney salary levels, for a total not to exceed $37,212.
