DEPARTMENT OF REVENUE ADMINISTRATION
#A. Authorize to accept a gift from the National Association of Attorneys General, in an amount not to exceed $500 for travel reimbursement of an employee who attended the NAAG/SABA Bankruptcy Seminar that was held November 13-16, 2017 in Savannah, GA.

DEPARTMENT OF SAFETY
#B. Authorize the Division of State Police to accept a donation from Ms. Julie Hersey in the amount of $750, for the purpose of purchasing a ballistic vest for a State Police K-9. Effective upon G&C approval.

DEPARTMENT OF SAFETY
#C. Authorize the Division of Fire Safety to accept the donation of a scholarship from the State Farm Arson Dog Program with an estimated value of $20,000 to attend the Spring 2018 class in Concord for the acquisition and training of an accelerant detection canine. Effective upon G&C approval.

#A. Authorize the Bureau of Right of Way’s petition for a hearing on the proposed reconstruction of NH 12/NH 103 (Main Street) and North Street in the City of Claremont. A suggested commission of 3 persons shall determine whether there is occasion for the laying out or alteration of NH 12/NH 103 (Main Street) and North Street in the City of Claremont, with a suggested budget of $3,797.82.

NEW HAMPSHIRE FISH AND GAME DEPARTMENT
#A. Authorize to enter into a sole source, no cost Cooperative Project Agreement amendment with the University of NH (originally approved by G&C on 12-16-15, item #57), to continue research on endangered New England cottontail rabbit, by extending the end date from January 31, 2018 to December 31, 2018. 65% Federal, 35% Nongame Management.

#6 Authorize to enter into a sole source agreement with Michael F. Kalinowski, Durham, NH, to conduct and report on the market rate survey of licensed child care programs in the State of NH, in an amount not to exceed $40,159. (2)Further authorize to provide Michael F. Kalinowski with a potential advance payment in an amount not to exceed 25% of the annual contract price at the beginning of the contract period to support initial project activities. Bureau of Homeless and Housing Services
#7 Authorize to enter into a sole source agreement with The Lakes Region Mental Health Center Inc., d/b/a Genesis Behavioral Health, Laconia, NH, to provide a permanent housing program to homeless and chronically homeless individuals with disabilities through the Federal Continuum of Care program in an amount not to exceed $39,506. Effective February 1, 2018 through January 31, 2019. 100% Federal Funds.

Bureau of Drug and Alcohol Services
#8 Authorize to enter into an agreement with Mary Hitchcock Memorial Hospital, Lebanon, NH, for the provision of integrated obstetric, primary care, pediatric, and Medication Assisted Treatment for pregnant and postpartum women with opioid use disorder in an amount not to exceed $2,755,443. Effective upon G&C approval through June 30, 2019. 100% Federal Funds.

#9 Authorize to enter into an agreement with Harbor Homes Inc., Nashua, NH, for the provision of peer recovery support services and parenting education for pregnant women and parents in recovery in an amount not to exceed $515,198. Effective upon G&C approval through June 30, 2019. 100% Federal Funds.

Division of Public Health Services
#10 Authorize the Bureau of Public Health Systems, Policy & Performance, to enter into agreements with 13 vendors as detailed in letter dated December 29, 2017, to provide reimbursement for payment of educational loans through the State Loan Repayment Program, in an amount not to exceed $492,500. Effective upon G&C approval through December 31, 2019 for Andrew Tremblay, and through December 31, 2020 for the other vendors. 94% General, 6% Other Funds from the NH Medical Malpractice Joint Underwriters Association.

DEPARTMENT OF TRANSPORTATION
#11 Authorize the Bureau of Planning and Community Assistance to enter into a contract with the Nashua Regional Planning Commission, Merrimack, NH, for a Nashua Transit System service expansion feasibility study, in the amount of $50,000. Effective upon G&C approval through June 30, 2019. 100% Federal Funds.

#12 Authorize the Bureau of Highway Maintenance to enter into a contract with Skillings & Sons Inc., Amherst, NH, for a 6-inch drilled well and pump on the property of Mary Kanakis, Weare, NH, in the amount of $19,700. Effective upon G&C approval through June 29, 2018. 100% Highway Funds.

#14 Authorize the Bureau of Aeronautics to provide funding to the City of Keene, NH, to conduct a feasibility study for a Taxiway ‘A’ extension and relocation of the glideslope and Automated Weather Observation System at the Dillant-Hopkins Airport in Keene, NH, in the amount of $93,100. Effective upon G&C approval through August 7, 2021. 90% Federal, 5% General, 5% Local Funds.

#15 Authorize the Bureau of Rail & Transit to enter into transportation vehicle agreements with the two sub-grantees, Grafton County Senior Citizens Council, Lebanon, NH, and Granite State Independent Living, Concord, NH, for the total amount of $205,000. Effective upon G&C approval. 85% Federal, 7.5% Capital General, 7.5% Private/Local Funds.

#16 Authorize to enter into a contract with SPS New England Inc., Salisbury, MA, for interim repairs to the Hampton Harbor bascule lift bridge carrying NH 1A over Hampton River, on the basis of a low bid of $432,800. (2)Further authorize a contingency in the amount of $43,280 for payment of latent conditions which may appear during the construction of the project. Effective upon G&C approval through April 6, 2018. 100% Federal Funds.

#17 Authorize the Bureau of Construction to enter into a contract with Sargent Corporation, Stillwater, ME, for roadway reconstruction and widening NH Route 12 from the intersection of Main Street in North Walpole north approximately 2.75 miles to the intersection of NH Route 12A in Charlestown, on the basis of a low bid of $14,752,626.75. (2)Further authorize a contingency in the amount of $737,631.34 for payment of latent conditions which may appear during the construction of the project. Effective upon G&C approval through August 28, 2020. 100% Federal Funds.

#18 Authorize the Bureau of Construction to enter into a contract with Nicom Coatings Corp, Barre, VT, for crack sealing along 14 Tier 2 roadway segments in the State, on the basis of a low bid of $950,690. (2)Further authorize a contingency in the amount of $47,534.50 for payment of latent conditions which may appear during the construction of the project. Effective upon G&C approval through September 28, 2018. 100% Federal Funds.

#19 Authorize the Bureau of Construction to enter into a contract with Cold River Bridges LLC, Walpole, NH, for the replacement of the Red List Bridge (Br. No. 113/064) that carries NH 123A (Main Street) over Bowers Brook and associated approach roadway improvements, on the basis of a low bid of $1,234,567.89. (2)Further authorize a contingency in the amount of $61,728.40 for payment of latent conditions which may appear during the construction of the project. Effective upon G&C approval through October 12, 2018. 100% Other Funds.

JUDICIAL COUNCIL
#20 Authorize to receive an additional appropriation from funds not otherwise appropriated in the amount of $100,000. Effective upon G&C approval through June 30, 2018. 100% General Funds. Contingent upon Fiscal Committee approval on January 19, 2018.

INSURANCE DEPARTMENT
#21 Authorize to retroactively amend a contract with Gorman Actuarial Inc., Marlborough, MA (originally approved by G&C on 12-23-14, item #31), for the provision of consulting services to assist NHID in improving the collection of efforts of the Department related to health insurance rate review and medical care costs in NH, by increasing the amount by $10,560 from $554,990 to $565,550 and by extending the end date from December 31, 2017 to March 31, 2018. 56% Federal, 45% Other Funds.

#22 Authorize to enter into a contract with Gorman Actuarial Inc., Marlborough, MA, to assist the Department in Preparing data for and producing an annual supplemental report on the health insurance market in NH and provide consulting services in connection with the annual public hearings concerning health insurance premium rates. Effective upon G&C approval through December 31, 2020. 14% Federal, 86% Other Funds.

DEPARTMENT OF LABOR
#23 Authorize that Rudolph Ogden III, General Counsel, be placed at Step 4 for the position of Deputy Labor Commissioner, unclassified salary grade HH, earning $98,187.96 annually. Effective upon G&C approval. 100% Agency Income.

DEPARTMENT OF CORRECTIONS
#24 Authorize to enter into a retroactive renewal lease agreement with Richard Edmunds, North Salem, NH (originally approved by G&C on 10-9-02, item #45), for the purpose of probation/parole office space, in the amount not to exceed $74,096.88. Effective January 1, 2018 through December 31, 2018. 100% General Funds.

#25 Authorize to enter into a retroactive sole source contract amendment with Academy Computer Services Inc., Stoneham, MA (originally approved by G&C on 8-5-14, item #48), for the provision of Correctional Law Library Services, to increase the price limitation by $16,620 from $126,445 in the amount not to exceed $143,605, and by extending the completion date from January 1, 2018 to June 30, 2018. 100% Offender Funds.

DEPARTMENT OF NATURAL AND CULTURAL RESOURCES
#26 Authorize the Division of Historical Resources’ retroactive renewal of a membership with the National Conference of State Historic Preservation Officers, Washington, DC, in the amount of $5,027. Effective January 1, 2018 through December 31, 2018. 100% Federal Funds.

#27 Authorize the Division of Forests and Lands to exercise a lease renewal option with WBIN Media Co Inc., Portsmouth, NH (originally approved by G&C on 3-20-13, item #33), for equipment and antenna space in designated areas at Belknap Mountain. (2)Further authorize to accept annual rental payments. Effective March 1, 2018 through February 28, 2023, with the option to extend for two additional 5-year periods.

NEW HAMPSHIRE FISH AND GAME DEPARTMENT
#29 Authorize the deposit of $35,000 in the NH Land Conservation Endowment held at the Department of Treasury by Southeast Land Trust of NH to permanently endow conservation easement monitoring and stewardship by the Office of Strategic Initiative’s Conservation Stewardship Program on behalf of the Fish and Game Department pursuant to RSA 162-C:8 and enabled by an MOA approved by G&C on 7-24-13, item #37. Effective upon G&C approval.

#30 Authorize to amend and combine two conservation easements known as Popov III & IV (originally approved by G&C on 11-17-10, item #105), into a single conservation easement deed covering the same land area with the same use restrictions. No funding.

#31 Authorize to enter into a grant agreement with the Piscataquog Land Conservation for $30,000 to provide partial funding for acquisition and conservation of an approximately 40 acre parcel in the Town of Lyndeborough, NH. Effective upon G&C approval through June 30, 2018. 100% Fisheries Habitat Funds.

DEPARTMENT OF ENVIRONMENTAL SERVICES
#32 Authorize to amend a sole source contract with the Northeast Waste Management Officials’ Association, Boston, MA (originally approved by G&C on 3-8-17, item #55B), to increase the contract by $19,780 to $191,608 from $171,828, and by expanding the original scope of work. Effective upon G&C approval through September 30, 2018. 100% Federal Funds.

#33 Authorize to award a Water Supply Land Protection Grant to the Town of Windham, NH, in the amount of $115,500 to purchase 28.5 acres of land in the Town of Windham to protect public drinking water supply. Effective upon G&C approval through June 30, 2018. 100% Interagency Funds.

#34 Authorize to retroactively amend a Brownfields Revolving Loan Fund cleanup grant to the City of Somersworth (originally approved by G&C on 5-13-17, item #79), for the cleanup of environmental contamination at the Breton Cleaners property, by extending the completion date to June 30, 2019 from December 31, 2017. No Additional Funding.

DEPARTMENT OF SAFETY
#37 Authorize the Division of Motor Vehicles to amend item #90, originally approved by G&C on August 23, 2017, in the amount of $42,350, making this request sole source to pay a one-time fee for an additional on-line service and per transaction fees to the American Association of Motor Vehicle Administrators (AAMVA), Arlington, VA, for the online Systemic Alien Verification for Entitlements (SAVE) program interface from AAMVA to the Division of Motor Vehicles’ VISION system. Effective upon G&C approval through September 30, 2019. 100% Agency Income.

#38 Authorize the Division of State Police to retroactively enter into a new lease agreement with the City of Concord for the property located at 91 Airport Road, in the amount of $86,703.25 for rent during the period of January 1, 2018 through December 31, 2022. 41% Federal, 26% General, 19% Highway, 14% Turnpike Funds.

#39 Authorize the Division of Homeland Security and Emergency Management to enter into a grant agreement with the Town of Washington for the purchase and installation of equipment to support the community’s Emergency Operations Center, for a total amount of $25,454. Effective upon G&C approval through September 30, 2018. 100% Federal Funds.

DEPARTMENT OF JUSTICE
#40 Authorize to accept and expend a sum not to exceed $886,537 from funds not otherwise appropriated for the purpose of covering projected shortfalls in general litigation expenses incurred in the defense of the State and the prosecution of criminal offenses. Effective upon G&C approval through June 30, 2018. 100% General Funds. Contingent upon Fiscal Committee approval on January 19, 2018.

DEPARTMENT OF ADMINISTRATIVE SERVICES
#41 Authorize, contingent upon approval of #2 below, the Bureau of Plant/Property Management, Plant-Property Administration, to establish one temporary part-time class 050 position for the purpose of supporting the State Energy Manager’s office for programs which reduce energy consumption and reduce costs in NH State buildings. #45 Authorize the Division of Procurement and Support Services, Print Shop Operations, to accept and expend funds from revenue in the amount of $23,145 to fund part-time salaries and benefits. Effective upon G&C approval through June 30, 2018. 100% Agency Income.

#46 Authorize to enter into a contract with Raymond’s Landscaping LLC, Concord, NH, for excavation and paving services as needed in the event of an underground steam leak failure, for a total price not to exceed $150,000. Effective upon G&C approval through June 30, 2019, with the option to extend for an additional two one-year terms.

#47 Authorize the Bureau of Court Facilities to enter into a lease agreement with the Town of Newport, NH, which shall provide courtroom and office space for the 5th Circuit – District Division – Newport comprised of approximately 8,658 square feet located on the 1st and 2nd floor of 55 Main Street, Newport, from February 1, 2018 through January 31, 2021. 100% Transfer Funds (transfer from AOC, Rent from Other Agencies).

#48 Authorize to exercise the option to extend a contract with WEX Bank, Midvale, UT (originally approved by G& Con 10-15-14, item #58), for the administration of the fuel card program for the purchase and financial processing of State fuel card purchases for an additional term of two years, with all other terms and conditions remaining unchanged. Effective March 1, 2018 through February 28, 2020.

#49 Authorize the Division of Public Works Design and Construction to enter into a contract with Fulcrum Associates Inc., Amherst, NH, for the conversion of the AOC (Administrative Office of the Courts) Building to Probate Court, Concord, NH, for a total price not to exceed $1,595,019. (2)Further authorize a contingency in the amount of $112,000 for unanticipated structural expenses for the conversion of AOC Building to Probate Court, bringing the total to $1,707,019. (3)Further authorize the amount of $49,000 for payment to the Department of Administrative Services, Division of Public Works Design and Construction, for oversight and engineering services provided, bringing the total to $1,756,019. At the G&C Meeting of December 6, 2017 the Governor and Council on motion of Councilor Pappas, seconded by Councilor Volinsky voted to table position #21064. The Governor and Council on motion of Councilor Kenney, seconded by Councilor Wheeler voted to table position #42941. The Governor and Council on motion of Councilor Wheeler, seconded by Councilor Kenney authorized the remainder of item #44, the Division of Personnel’s request for waiver of classification decisions. Effective upon G&C approval.

At the Meeting of December 20, 2017 the Governor and Council on motion of Councilor Volinsky, seconded by Councilor Pappas voted to remove item #44 from the table.
