DEPARTMENT OF ADMINISTRATIVE SERVICES
#A (1) Authorize the Division of Public Works Design and Construction to enter into a contract with D. L. King & Associates, Inc. (VC# 168979) Nashua, NH, for a total price not to exceed $950,000, for the Supreme Court Roof, Concord, NH. This contract is effective upon Governor and Council approval through October 31, 2018, unless extended in accordance with the contract terms. 100% Capital – General Funds. (2) Further authorize that a contingency in the amount of $6,475 be approved for unanticipated structural expenses for the Supreme Court Roof, bringing the total to $956,475. 100% Capital – General Funds. (3) Further authorize the amount of $5,000 be approved for payment to the Department of Administrative Services, Division of Public Works Design and Construction (VC# 177875), for engineering services provided, bringing the total to $961, 475. 100% Capital – General Funds

#B (1) Authorize the Office of the State Treasurer, acting on behalf of the Department of Administrative Services and pursuant to RSA 6:35 and RSA 21-I:19 a-e, to enter into an Equipment Lease/Purchase Agreement dated as of June 27, 2018 with Banc of America Public Capital Corp in an amount not to exceed $7,727,755.00 and to enter into an Escrow and Account Control Agreement dated as of June 27, 2018 by among the State, Banc of America Public Capital Corp and Bank of America, National Association, as escrow agent, with such authorization effective upon Governor and Executive Council approval, through June 30, 2038. (2) Authorize the Department of Administrative Services and the Department of Health and Human Services to encumber funds for repayment to Banc of America Capital Corp, in the estimated total amount not to exceed $10,962,316 for the period from December 1, 2019 through June 30, 2038, for the repayment of construction financing of a contract with Consolidated Edison Solutions, Inc. to install energy and fossil fuel energy conservation measures all twenty-eight (28) state owned buildings located at various locations in Concord.

#C (1) Authorize the Department of Administrative Services to enter into a contract with Consolidated Edison Solutions, Inc., Valhalla, NY, (VC# 202287), to install energy conservation measures at twenty-eight (28) state owned buildings located in Concord. The cost to implement the various energy conservation measures is $7,627,755. The project includes monitoring and verification for 5 years after the data of final completion. The contract will be effective upon Governor and Council approval through June 30, 2024. (2) Further, authorize pursuant to RSA 21-I: 85, the amount of $100,000 be approved for payment to the Division of Public Works design and Construction (VC# 177875), for project oversight, bringing the total to $7,727,755. (3) Further, authorize the Department of Administrative Services to install and pay for additional energy and fossil fuel energy conservation measures with the use of any rebates or grants that may be obtained during the life of the project for a not to exceed cost of $522,641. These energy and fossil fuel conservation measures are contingent on receipt of any rebates and or grants, effective upon Governor and Council approval through September 30, 2024. The rebate funds shall be deposited in the following account: Department of Administrative Services, Energy Efficiency Revolving Fund 01-14-14-144010-60470000-003-404693. Funding Provided by Banc of America Public Capital Corp will be deposited into an escrow account and available to the Department of Administrative Services and the Department of Health and Human Services in SFY 2019 and SFY 2020 to pay Consolidated Edison Solutions, Inc. for work performed under the contract.

#D (1) Pursuant to RSA 9:16-a, II, Transfers Authorized, authorize the Department of Administrative Services, Budget Office, to create a new class line and transfer funds in the amount of $22,500 for FY2019. The adjustment is summarized below and detailed on the attached worksheet. Effective upon Fiscal Committee and Governor and Council approval for the period July 1, 2018 through June 30, 2019. 100% General Funds. (2) Pursuant to RSA 124: 15, and contingent on the approval of request number one, authorize the Department of Administrative Services, Budget Office, to establish on (1) temporary part-time, class 050 position. Effective upon Fiscal Committee and Governor and Council approval for the period July 1, 2018 through June 30, 2019. 100% General Funds

#E Pursuant to RSA 9:16-a, II, Transfers Authorized, authorize the Department of Administrative Services to transfer funds in and among accounting units in the amount of $300,000. Effective upon Fiscal Committee and Governor and Council approval through June 30, 2018, 100% General Funds

DEPARTMENT OF HELATH AND HUMAN SERVICES
#F Authorize the Department of Health and Human Services to exercise a renewal option to the sole source agreement with Families in Transition for the provision of substance use disorder treatment services, residential and/or supportive housing, and wraparound services to pregnant and/or parenting woman who are experiencing substance use disorders, have income at tor below the 185% federal poverty level, and are homeless, or at risk of becoming homeless, by increasing the price limitation by $500,000 from $998,414 to $1,498,414 and by extending the contract completion date from June 30, 2018 to June 30, 2019, effective upon G&C approval. 100% Federal Funds

#G Authorize the Department of Health and Human Services, Bureau of Drug and Alcohol Services, to enter into Agreements with Multiple Vendors, to provide substance use disorder treatment and recovery support services statewide, in an amount not to exceed $3,157,927 effective July 1, 2018 or upon G&C approval whichever is later through June 30, 2019. 55.87% Federal, 13.9% General, and 30.16% Other Funds
