#A Authorize expenditures from the Public School Infrastructure Fund in the amount of $10,078,085, for infrastructure projects with the attached list of public elementary and secondary schools, contingent upon availability of funds per RSA 198:15-y; effective upon Fiscal Committee and governor and Council approval through June 30, 2019. 100% General Funds.

Division of Behavioral Health
#B Authorize the Bureau of Drug and Alcohol Services, to enter into a retroactive amendment to an existing contract with National Council on Alcoholism and Drug Dependency-Greater Manchester, Manchester, NH to reduce the scope of work by decreasing the price limitation by ($723,265.00), from $3,137,290.00, to an amount not to exceed $2,414,025.00 effective retroactive to January 1, 2018, upon Governor and council approval, with the same contract completion date of March 31, 2018. The original contract was approved by Governor and Executive Council on March 23, 2016 (Item 6). 67% Federal, 17% General and Other Funds. (2)Further authorize the Bureau of Drug and Alcohol Services, to exercise a renewal option and retroactively amend an existing contract with Families in Transition, Manchester, NH to add the provision of transitional living services, changing the payment method from fee for service to a fixed amount for minimum service level by increasing the price limitation by $723,265 from $572,100 to an amount not to exceed $1,295,365 and by extending the contract completion date from March 31, 2018 to June 30, 2018, effective retroactive to January 1, 2018, upon Governor and Executive Council approval. The original contract was approved by Governor and Executive Council on March 23, 2016 (Item #6). 67% Federal, 17% General, and 16% Other Funds. (3)Further authorize to make an advance payment of $50,000 to Families in Transition to be used for program start up and staff readiness activities effective upon Governor and Council approval. 80% Federal Funds and 20% General Funds. (4)Further authorize the Bureau of Drug and Alcohol Services, to exercise a renewal option and retroactively amend an existing contract with Manchester Alcoholism Rehabilitation Center, Manchester, NH, to provide at least sixteen (16) residential treatment beds by increasing the price limitation by $350,000, from $1,321,864 to an amount not to exceed $1,671,864, effective retroactive to January 1, 2018, upon Governor and Executive Council approval. The original contract was approved by Governor and Executive Council on March 23, 2016 (Item #6). 100% Other Funds.

#C Authorize the Bureau of Drug and Alcohol Services, to enter into a sole source, retroactive amendment with Granite Pathways, Concord, NH for the continuation of Regional Access Point Services to assist individuals with substance use disorders to obtain the help they need by increasing the price limitation by $391,887 from $1,606,700 to $1,998,587 and extending the completion date from March 31, 2018 to June 30, 2018, retroactive to January 10, 2018, effective upon Governor and Executive Council approval. The original contract was approved by Governor and Executive Council on July 13, 2016 (Item #6C) and subsequently amended on June 21, 2017 (Item #41) and December 20, 2017 (Item #5G). 100% General Funds.

#D Authorize the Bureau of Drug and Alcohol Services, to enter into a sole source contract with the Timberlane Regional School District, Plaistow, NH, to provide Alcohol and Drug Misuse Prevention and Mental Health Promotion programming in an amount not to exceed $100,000, effective upon the date of Governor and Executive Council approval through December 31, 2018. 98% Federal Funds, 2% General Funds.
