                        BUSINESS FINANCE AUTHORITY
#6        Authorize to hold a Public Hearing with respect to the amended Resolution entitled “A Resolution Authorizing up to $57,500,000 Bonds for Projects for Pennichuck Water Works, Inc. in Amherst, Bedford, Derry, Epping, Hollis, Merrimack, Milford, Nashua, Newmarket, Pittsfield, Plaistow, and Salem”. The action will authorize a Resolution under RSA 162-I:9 to determine the $57,500,000 issuance will be within the definition of “Water facility”, and the establishment and operation of the Facilities expands or maintains and improves the collection, purification, storage or distribution of water, the project and the proposed financing and refinancing of the Project are feasible; the borrower has the resources necessary to operate the Facilities successfully, the Loan and Trust Agreement contain provisions so that under no circumstances will the Authority be obligated directly or indirectly to pay costs, the agreement does not create any debt of the State with respect to the Facilities, and the project will serve the social or economic prosperity of the State.

#7        Authorize to amend an existing contract with JCM Code Specialists LLC, Alton, NH (originally approved by G&C on 5-19-21, item #7), for the continued provision of statewide construction and renovation plan review services for health facility and long-term compliance with various construction codes, including but not limited to Life Safety Codes, by exercising a renewal option, by increasing the price limitation by $289,280 from $168,750 to $458,030 and by extending the completion date from June 30, 2022 to June 30, 2024.  47% Federal, 40% General, 13% Other Funds (Health Facilities Fees). 

#8        Authorize to enter into a retroactive amendment to an existing contract with Deloitte Consulting LLP, Concord, NH (Informational Item B, G&C 1-22-21), to continue to provide ongoing maintenance and operation of the Vaccine & Immunization Network Interface for continued registration and vaccine administration for the COVID-19 response, by exercising a contract renewal option, by increasing the price by $1,499,250 from $4,869,757 to $6,369,007 and extending the completion date from December 31, 2021 to June 30, 2022.  100% Federal Funds. 

#8A      Authorize to enter into a sole source contract with Maximus US Services Inc., Reston, VA, for the provision of COVID-19 call center support, in the amount of $651,946.  Effective upon G&C approval through March 31, 2022.  100% Federal Funds. 

                        New Hampshire Hospital
#9        Authorize to continue the 15% base hourly wage enhancement for nursing staff currently paid under the Institutional Nurse pay scale for recruitment and retention purposes.  Effective January 13, 2022 through January 12, 2024.  38% General, 62% Other (provider fees). 

#9A      Authorize to continue 20% base hourly wage enhancement for Occupational Therapist I and II positions, Supervisor IV-OT/Rehab, and Administrator III-OT/Rehab positions currently paid under the A000 pay schedule for recruitment and retention purposes.  Effective February 22, 2022 through February 22, 2024.  38% General, 62% Other Funds (provider fees). 

                        Division of Long Term Supports and Services
#10      Authorize to accept and expend Medicare Improvements for Patients and Providers federal funds in the amount of $72,687 from the Administration for Community Living.  Effective upon G&C approval through June 30, 2023.  100% Federal Funds. 

                        Division of Public Health Services
#11      Authorize to enter into a sole source contract with Mary Hitchcock Memorial Hospital, Lebanon, NH, for 8 evidenced based model education sessions on COVID-19 vaccinations, in the amount of $100,000.  Effective upon G&C approval through June 30, 2023, with the option to renew for up to one additional year.  100% Federal Funds. 

#12      Authorize to accept and expend carryover funds from the Centers for Disease Control and Prevention, entitled Preventing Maternal Deaths: Supporting Maternal Mortality Review Committees, to implement recommendations of the NH Maternal Mortality Review Committee, resulting in reduced maternal deaths in the amount of $76,028.  Effective upon G&C approval through June 30, 2022.  100% Federal Funds. 

#13      Authorize to amend an existing contract with JSI Research and Training Institute Inc., d/b/a Community Health Institute, Bow, NH (originally approved by G&C on 12-2-20, item #21), to continue enhancing comprehensive tobacco prevention and cessation program initiatives, by increasing the price by $151,062 from $1,317,460 to $1,468,522, with no change to the completion date of February 28, 2024.  55% Federal, 45% General Funds. 

#13A    Authorize to enter into contracts with the contractors as detailed in letter dated January 7, 2022, to provide reproductive and sexual health services to individuals in need with a heightened focus on vulnerable and/or low-income populations, in an amount not to exceed $1,020,329.  Effective January 12, 2022 or upon G&C approval, whichever is later, through December 31, 2023, with two renewal options for two years each.  58% General, 42% Federal Funds. 

                        Division for Children, Youth & Families
#14      Authorize the Sununu Youth Services Center to institute a temporary 18% base hourly wage enhancement to Youth Counselor Trainee and Youth Counselor I positions, a temporary 16% base hourly wage enhancement to Youth Counselor II positions, and a temporary 14% base hourly wage enhancement to the Youth Counselor III positions currently paid under Wage Schedule – A130 for recruitment and retention purposes.  Effective upon G&C approval or January 14, 2022, whichever is later, through a period of 12 months from the date of approval.  100% General Funds. 

                        Division for Behavioral Health
#15      Authorize, on behalf of the Governor’s Commission on Alcohol and Other Drugs, to enter into grant agreements with the contractors as detailed in letter dated December 8, 2021, for the provision of community-based programs that are designed for youth to develop and implement youth-led and youth-powered tobacco use prevention strategies in order to prevent and reduce youth access to and use of tobacco products, in an amount not to exceed $20,000.  Effective upon G&C approval through June 30, 2022, with the option to renew for up to 2 additional years.  100% Other Funds (Drug Forfeiture Funds). 

#16      Authorize to amend an existing contract with Foundation For Healthy Communities, Concord, NH (originally approved by G&C on 7-13-16, item #6B), to increase the ability of hospital systems to address substance use disorders across all levels of care for NH residents experiencing addiction, by increasing the price by $400,000 from $5,549,000 to $5,949,000 with no change to the completion date of June 30, 2023.  38.07% Federal, 7.73% General, 54.20% Other Funds (Governor’s Commission). 

#17      Authorize to amend existing contracts with the contractors listed in bold as detailed in letter dated December 17, 2021, to provide community mental health services, including statewide mobile crisis services, with no change to the price of $52,369,907 and no change to the completion dates of June 30, 2022.  Effective upon G&C approval.  This request is contingent upon G&C approval of the corresponding request to amend the Housing Bridge Subsidy contracts with the contractors listed in bold.  10% Federal, 90% General Funds. 

#18      Authorize to amend existing contracts with the contractors listed in bold as detailed in letter dated December 17, 2021, to expand the number of supported housing beds in their region by 6 beds and to continue providing supported housing and community mental health services to individuals who have severe mental illness and lack permanent housing options in the community, by exercising renewal options, by increasing the total price by $8,835,528 from $16,284,430 to $25,119,958, and by extending the completion dates from June 30, 2022 to June 30, 2023.  This request is contingent upon G&C approval of the corresponding request to amend the Mental Health contracts with the contractors listed in bold.  100% General Funds. 

                        Division of Economic & Housing Stability
#19      Authorize to enter into a retroactive contract with Conduent State & Local Solutions Inc., Washington, DC, for State Disbursement and Electronic Funds Transfer Services, in the amount of $9,786,028.  Effective January 1, 2022 through December 31, 2031.  66% Federal, 34% General Funds. 

#20      Authorize to amend an existing contract with Institute for Community Alliances, Des Moines, IA (originally approved by G&C on 3-27-19, item #11), for the continued operation and maintenance of the NH Statewide Homeless Management Information System, by exercising a renewal option by increasing the price by $625,446 from $793,917 to $1,419,363, and by extending the completion date from July 31, 2022 to July 31, 2023.  50% Federal, 50% General Funds. 

#21      Authorize to enter into a sole source contract with Center for Policy Research, Denver, CO, to provide a thorough, fair, and impartial review of and recommendations for the NH Child Support Guidelines, in the amount of $136,478.  Effective upon G&C approval through December 31, 2022, with the option to renew for up to one additional year.  66% Federal, 34% General Funds. 

                        DEPARTMENT OF TRANSPORTATION
#22      Authorize the Executive Office to pay membership dues retroactively in the amount of $8,000 to the Intelligent Transportation Society of America, Washington, DC, for membership in the ITS America organization.  Effective January 1, 2022 through December 31, 2022.  18.43% Federal, 78.56% Highway, 6.% Other (Agency Income) Funds. 

#23      Authorize the Bureau of Finance and Contracts to pay a small claim in the amount of $399.  Effective upon G&C approval.  100% Highway Funds. 

#24      Authorize the Bureau of Finance and Contracts to pay a small claim in the amount of $1,433.65.  Effective upon G&C approval.  100% Highway Funds. 

#25      Authorize to accept and place on file the Bureau of Highway Design’s summary of Special, Supplemental, and Account Agreements (and their amendments) with utilities, municipalities and railroad entities that result from impacts to their facilities because of Department administered construction projects, paid for the fiscal year ending June 30, 2021.

#26      Authorize the Bureau of Right of Way to pay a property owner $25,000 as documented in the Contemplated Awards List, for amounts greater than $5,000 for the period extending from November 23, 2021 through December 22, 2021. 

#27      Authorize the Bureau of Right of Way to pay a property owner $1,000 in addition to the $18,000 (previously approved by G&C on 11-10-21, item #22).  The total award  of $19,000 represents an amount great than $5,000 for the period extending from December 23, 2021 through December 24, 2021.  Effective upon G&C approval. 

#28      Authorize the Bureau of Turnpikes to retroactively continue membership and participation with the International Bridge, Tunnel and Turnpike Association, Washington, DC, by paying annual membership dues in the amount of $35,087 for Calendar Year 2022.  Effective upon G&C approval.  100% Turnpike Funds. 

#29      Authorize the Bureau of Aeronautics to award a grant to the Laconia Airport Authority, to complete obstruction removal on-airport and on airport-control properties, to conduct an airport obstruction analysis and to update the Stormwater Pollution Prevention Plan at the Laconia Municipal Airport, Gilford, NH, in the amount of $618,558.18.  Effective upon G&C approval through July 16, 2024.  94.92% Federal, 5.08% General Funds. 

#30      Authorize the Bureau of Bridge Design to amend the Interstate Bridge Agreement with the State of Vermont (originally approved by G&C on 3-6-13, item #45), which allows the Department to bill Vermont for costs associated with rehabilitation of the bridge carrying East Thetford Road over the Connecticut River (NH Br. No. 053/112 and Connecticut River Br. No. 14) between the Towns of Lyme, NH and Thetford, VT, effective upon G&C approval, and continuing through engineering design, construction, inspection, and final acceptance of the completed project, in accordance with the Department’s 10-Year Transportation Improvement Plan.  The amendment modifies Section 2.d Construction Costs and Section 3 Application of Federal Grants of the previously approved agreement to reflect the more precise cost sharing determination of 86% by NH and 14% by VT. 

#31      Authorize the Bureau of Planning & Community Assistance to pay retroactive invoices totaling $668,489.35 to the Town of Bradford for expenses incurred between February 19, 2017 through December 12, 2020, under the State Bridge Aid and the Federal National Historic Covered Bridge Preservation Programs, through a Local Project Administration process.  Effective upon G&C approval through June 30, 2022.  74.96% Federal, 25.04% State Funds. 

#32      Authorize the Bureau of Construction to enter into a contract with Eurovia Atlantic Coast LLC, Northfield, MA, for pavement preservation in two towns in Districts 2 and 4, on the basis of a low bid of $7,557,437.60.  (2)Further authorize a contingency in the amount of $377,871.88 for payment of latent conditions which may appear during the construction of the project.  Effective upon G&C approval through September 23, 2022.  100% Federal Funds. 

#33      Authorize the Bureau of Construction to enter into a contract with Panther Industrial Painting LLC, Mishawaka, IN, for bridge painting in Ashland and Plymouth, on the basis of a low bid of $3,229,185. (2)Further authorize a contingency in the amount of $161,459.25 for payment of latent conditions which may appear during the construction of the project.    Effective upon G&C approval through December 16, 2022.  100% Federal Funds. 

#34      Authorize the Bureau of Construction to enter into a contract with Weaver Brothers Construction Co., Inc., Bow, NH, for Interstate rehabilitation and pavement reconstruction on I-89, on the basis of a low bid of $29,800,003.92. (2)Further authorize a contingency in the amount of $2,086,000.27 for payment of latent conditions which may appear during the construction of the project.    Effective upon G&C approval through October 25, 2024.  100% Federal Funds.

#37      Authorize to enter into a retroactive agreement/MOU sponsorship with University of NH’s Institute on Disability, Concord, NH, to provide an intensive leadership training program for people with disabilities and their families, in the amount of $10,000.  Effective September 1, 2021 through April 30, 2022.  100% Federal Funds.

#38      Authorize to enhance the base hourly wage to the Administrator II, III and IV positions as detailed in letter dated December 28, 2021, for recruitment and retention purposes, by 5% or 25%.  This enhancement is projected to increase funding by $40,097 for the remainder of FY 2022.  Effective upon G&C approval through November 30, 2023.  100% General Funds.

#40      Authorize to enter into a sole source contract with the Community Action Partnership of Strafford County, Dover, NH, in the amount of $2,796,206 in American Rescue Plan Act funds, from the US Department of Health and Human Services, Administration for Children and Families for the Low-Income Home Energy Assistance Program as supplemental funding.  Effective upon G&C approval through September 30, 2022.  100% Federal Funds.
