#25        Authorize the Bureau of Environment to enter into an agreement with Tighe & Bond Inc., Portsmouth, NH, for on-call environmental/wetlands-related services with a focus on coastal wetlands and resources for Department projects and activities at various locations statewide, for an amount not to exceed $400,000. #25A     Authorize the Bureau of Construction to enter into a contract with New England Signal Systems Inc., Northwood, NH, for the installation of 10 Road Weather Information Systems around the State, on the basis of a low bid of $1,026,755. #27        Authorize to accept and place on file the quarterly report of escheated abandoned property claims paid for the period ended September 30, 2020.

#28        Authorize the State Treasurer to proceed with the sale and issuance of up to $100 million of general obligation (“new money”) bonds through a competitive process, negotiated sale, or private placement. This resolution will have an expiration date of June 30, 2021. (2)Further authorize the State Treasurer to conduct the sale and issuance of up to $165 million of general obligation refunding bonds through a competitive process, negotiated sale, or private placement to refund outstanding general obligation bonds of the State to generate net present value debt service savings of at least three percent of the par value of the refunded bonds. #A.         Pursuant to RSA 4:45, RSA 21-P:43, and Section 4 of Executive Order 2020-04, as extended by Executive Orders 2020-05, 2020-08, 2020-09, 2020-10, 2020-14, 2020-15, 2020-16, and 2020-17, Governor Sununu has authorized the Department of Health and Human Services, Office of the Commissioner, to enter into a Retroactive Sole Source amendment to an existing contract with SAFEPASSAGES GROUP INCORPORATED, Manchester, NH, to continue providing transportation services for individuals experiencing homelessness to either a Quarantine Facility or a Community of Origin, by exercising a renewal option by increasing the price limitation by $10,000 from $30,000 to $40,000 and by extending the contract completion date from August 27, 2020, to December 31, 2020. 100% General Funds.

#F.          Pursuant to RSA 4:45, RSA 21-P:43, and Section 4 of Executive Order 2020-04 as extended by Executive Orders 2020-05, 2020-08, 2020-09, 2020-10, 2020-14, 2020-15, 2020-16, and 2020-17, Governor Sununu has authorized the Department of Health and Human Services, Division of Public Health Services, to enter into a Sole Source amendment to an existing contract with Foundation for Healthy Communities, Concord, NH (originally approved by G&C on 9-13-17, item #13), to support COVID-19 emergency preparedness and response activities statewide, by increasing the price limitation by $1,058,099 from $2,554,000 to $3,612,099, with no change to the contract completion date of June 30. 2021. 100% Federal Funds.
