#11        Authorize to amend an existing contract with NH Coalition for Citizens with Disabilities Inc., d/b/a Parent Information Center, Concord, NH (originally approved by G&C on 12-20-17, item #22), to provide trainings and sponsorships to Family Support Coordinators who provide support to families with children with special health care needs through this contract with the Family-to-Family Health Information Services, by increasing the price by $15,000 from $715,366 to $730,366 and modify the scope with no change to the completion date of June 30, 2021. 100% Federal Funds.

#12        Authorize to amend existing retroactive sole source contracts with the vendors as detailed in letter dated July 21, 2020 (originally approved by G&C on 7-31-19, item #23), for the ongoing provision of Permanent Housing and Supportive Services to individuals and families who are experiencing homelessness through the Federal Continuum of Care Program, by exercising contract renewal options and by increasing the total price by $662,992 from $668,260 to $1,331,252, and by extending the completion dates from July 31, 2020 to July 31, 2021. Effective August 1, 2020. 100% Federal Funds.

#12A      Authorize to amend existing sole source contracts with the vendors listed in bold as detailed in letter dated August 12, 2020 (originally approved by G&C on 8-14-19, item #9), for the ongoing provision of Permanent Housing and Supportive Services to individuals and families who are experiencing homelessness through the Federal Continuum of Care Program, by exercising contract renewal options, by increasing the total price by $71,374 from $281,462 to $352,836 and by extending the completion dates from August 31, 2020 to August 31, 2021. #13        Authorize, on behalf of the Governor’s Commission on Alcohol and Other Drugs, to award a contract with Growth Partners LLC, Lincoln, NE, for the provision of technical assistance to the Alcohol and Other Drug service system, in the amount of $650,800. Effective upon G&C approval through June 30, 2022, with the option to renew for up to two additional years. 100% Other Funds (Governor Commission Funds).

#14        Authorize, on behalf of the Governor’s Commission on Alcohol and Other Drugs, to enter into a contract with Arkansas Foundation for Medical Care Inc., Little Rock, Arkansas, for the provision of program evaluation, and data collection, analysis, and reporting for the Alcohol and Other Drug Continuum of Care services system in NH, in the amount of $801,700. Effective upon G&C approval through June 30, 2022, with the option to renew for up to two additional years. 16.50% Federal, 75% Other (Governor Commission Funds), 8.50% State General Funds.

#15        Authorize to enter into a sole source contract with Appalachian Consulting Group Inc., Cleveland, GA, for the purpose of sponsoring a training entitled “Maximizing Peer Support Services: Incorporating Peer Specialist as Providers in the Behavioral Health System”, in the amount of $3,000. Effective upon G&C approval through September 30, 2020. 100% Federal Funds.

#16        Authorize, on behalf of the Governor’s Commission on Alcohol and Other Drugs, to enter into a contract with NH Alcohol and Drug Abuse Counselors Association d/b/a NH Training Institute on Addictive Disorders, Concord, NH, for the provision of a high-quality competency and skills-based training program, in the amount of $461,900. Effective upon G&C approval through June 30, 2022, with the option to renew for up to two additional years. 36.74% Federal, 15.58% General, 47.68% Other (Governors Commission) Funds.

                              Division of Public Health Services
#17        Authorize to enter into a contract with NH Harm Reduction Coalition, Dover, NH, to increase harm reduction services in Syringe Services Program in order to reduce the rate of opioid misuse and infectious disease complications associated with opioid use, in the amount of $770,000. (2)Further authorize advanced payment in the amount of $31,075. Effective upon G&C approval through August 31, 2022, with the option to renew for up to two additional years. 100% Federal Funds.

#18        Authorize to enter into a memorandum of understanding with the Department of Corrections, Concord, NH, for parental education programs for incarcerated residents of the NH state prison, in the amount of $200,000. Effective upon G&C approval through June 30, 2021, with the option to renew for up to two additional years. 100% General Funds.

#19        Authorize to enter into sole source amendments to existing contracts as detailed in letter dated July 22, 2020 (originally approved by G&C on 7-31-19, item #18), for the provision of Community Collaboration services, by providing parental assistance programming to the Winnipesaukee and Manchester communities to reduce child maltreatment and the risk of children entering foster care, by increasing the total price by $328,266 from $1,600,000 to $1,928,266 with no change to the contract completion date of June 30, 2021. 39% Federal, 61% General Funds.

#22        Authorize the Bureau of Right of Way to grant access point through the Controlled Access Right-of-Way of US Route 202 in the Town of Rindge. The sale would be directly to Tyler DeRuosi, President of Discount Tire & Service, for $32,100, which includes a $1,100 administrative fee. Effective upon G&C approval. Originally purchased with 80% Federal, 20% Highway Funds.

#23        Authorize the Bureau of Right of Way to grant an access point through the Controlled Access Right-of-Way on the easterly side of Rand Hill Road in the Town of Alton. The sale would be directly to David and Melissa Sykes, for $2,100, which includes a $1,200 administrative fee. Effective upon G&C approval. Originally purchased with 80% Federal, 20% Highway.  

#24        Authorize the Bureau of Right of Way to sell 1.8 +/- acres of State owned land on the westerly side of Interstate 89 in the Town of Warner. The sale would be directly to the Town of Warner for $3,600 which includes a $1,100 administrative fee. Effective upon G&C approval. Originally purchased with 90% Federal, 10% Highway.

#25        Authorize the Bureau of Right of Way to pay a property owner $1,535,000 as documented in the Contemplated Awards List for amounts greater than $5,000 for the period extending from July 16, 2020 through August 4, 2020.

#26        Authorize the Bureau of Right of Way to sell a portion of the NH Route 11 right of way to the 120 Mount Major Highway Realty Trust, the AllMel Trust and the David R. Thomas Revocable Trust. The property consists of 4,080 +/- square-foot (parcel), and is located on the easterly side of NH Route 11 in the Town of Alton. The negotiated and approved price for the property is $59,180, which includes a $1,100 administrative fee and is subject to conditions as specified in this request. (2)Further authorize to emendate the limits of the NH Route 11 right-of-way for the disposal of the parcel. Originally purchased with 100% Highway Funds.

#27        Authorize the Bureau of Highway Design to enter into an agreement with HDR Engineering Inc., Manchester, NH, for preliminary design of improvements to NH Route 120 in the City of Lebanon, for an amount not to exceed $1,151,349.56. Effective upon G&C approval through August 31, 2022. 100% Federal Funds.

#28        Authorize the Bureau of Highway Maintenance to retroactively pay invoices to Advanced Drainage Systems, Boston, MA, for purchases totaling $22,147.76 made between April 20, 2020 and May 6, 2020. 100% Highway Funds.

#29        Authorize the Bureau of Rail & Transit to enter into a retroactive contract amendment with the Town of Peterborough, NH (originally approved by G&C on 6-19-19, item #101), for the design and construction of a bus shelter and other transit amenities including an emergency call station at a municipally-owned public use parking lot off Grove Street in Peterborough, by extending the end date from June 30, 2020 to December 31, 2020. 100% Federal Funds.

#30        Authorize the Bureau of Rail & Transit to enter into a retroactive contract amendment with Jalbert Leasing Inc., d/b/a C&J Bus Lines (originally approved by G&C on 5-15-19, item #30), for the replacement of the HVAC system and associated ancillary items as well as the replacement of the mezzanine stairs at the Portsmouth terminal building, by extending the contract end date from June 30, 2020 to December 31, 2020. 100% Federal Funds.

                              COMMUNITY DEVELOPMENT FINANCE AUTHORITY
#31        Authorize, under the Community Development Block Grant program, to award a grant to the County of Grafton, Haverhill, NH, in the amount of $300,000 on behalf of the NH Alliance of Regional Development Corporations to provide technical assistance to Businesses throughout the State of NH. Effective September 9, 2020 through June 30, 2021. 100% Federal Funds.

#32        Authorize, under the Community Development Block Grant program, to award a grant to the City of Keene, NH, in the amount of $500,000 on behalf of The Community Kitchen Inc., to support its facility improvements project, Keene, NH. #35        Authorize to retroactively pay a membership fee to the Multistate Tax Commission, Washington, DC, in the amount of $11,070. This is for membership in the Nexus Program as an Associate Member. Effective July 1, 2020 through June 30, 2021. 100% General Funds.

#36        Authorize to retroactively pay annual membership dues to the Federation of Tax Administrators, Washington, DC, in the amount of $10,448. This amount consists of two fees, one for annual organizational dues in the amount of $7,960 and one for maintenance fees for the Modernized Federal-State E-File Program in the amount of $2,488. #36A      Authorize an annual salary step increase for David J. Mikolaities, the Adjutant General of the State of NH, in the amount of $5,871.84 from Grade II, Step 6 $118,707.68 to Grade II, Step 7 $124,579.52. Effective October 1, 2020.

                              DEPARTMENT OF AGRICULTURE, MARKETS & FOOD
#37        Authorize the Division of Pesticide to budget and expend balance forward Federal Funds Class 000 totaling $29,532 from the Pesticide Regulation Program for the purpose of funding a Cooperative Project agreement with the University of NH. These funds are needed for class 072 Grants Federal to fulfill the scope of work with UNH for the advancement and promotion of pesticide safety and pesticide education efforts in NH. Effective upon G&C approval through June 30, 2021. 100% Federal Funds. (2)Further authorize to grant funds and enter into a Cooperative Project Agreement, in the amount of $29,532 with the University of NH Office of Sponsored Research, for the advancement and promotion of pesticide safety and pesticide education efforts in NH. #39        Authorize the Division of Agriculture Development to budget and expend balance forward Agency Income 009 totaling $500 from the IT-Risk Management for the purposes of funding anticipated deficits in the Fiscal Year 2021 budget.                               NEW HAMPSHIRE LIQUOR COMMISSION
#41        Authorize the Division of Enforcement and Licensing to retroactively accept and expend funds from the Department of Health and Human Services, Bureau of Drug and Alcohol Services in the amount of $100,000 for surveillance and related activities of youth access to and use of tobacco and alcohol products as part of a statewide compliance initiative, as unanimously approved by G&C on 7-17-20, item #12.
