HAVA - Public Law 107-252 was created by Congress in 2004 to assist the States in creating statewide voter registration databases, create accessible voting polls, etc. This was a unique program that "pre-funded" the programs therein and purposefully denied the EAC which was also created through this legislation, from enacting, promulgating, or even verbally attempting to control how the State spent the funds. This new type of program was given a name - Requirements Payments. Specifically NOT grants.
